  [ADT] Add SmallSetVectorImpl size-erased base class and initializer_list ctor

Add llvm::SmallSetVectorImpl<T> as a size-erased base class for SetVector
and SmallSetVector, similar to llvm::SmallVectorImpl<T> for SmallVector.
This allows passing references to SmallSetVector<T, N> or SetVector<T>
without encoding the inline capacity N in function parameter types.

Also add a std::initializer_list<T> constructor to SetVector/SmallSetVector.

That way we can use pass references to the size-erased base class for
register allocator eviction hints.
