  [GlobalISel] Add saturating G_TRUNC support for computeKnownBits (#223929)

Port the saturating-truncate KnownBits handling to the GlobalISel. Look
through G_TRUNC_SSAT_S, G_TRUNC_SSAT_U and G_TRUNC_USAT_U by recursing
into the source operand and applying KnownBits::truncSSat, truncSSatU
and truncUSat respectively.
