  [IR] Remove isRequired from PassInfoMixin (#223818)

This is no longer needed after 80a1e2125c7ec7db402925d153c0dbd6041d3004
and will not have any downstream difference given no one should be
inheriting directly from PassInfoMixin given it is in the detail
namespace.
