  [compiler-rt] Do not intercept 'dlsym' for PowerPC due to musttail (#223516)

Summary:
musttail is not supportedi n PPC but it required to faithfully implement
RTLD_NEXT, so just disable intercepting `dlsym`, means that
Offload-brand ubsan usage will not work on PPC without dictating direct
linking.
