  [SPIR-V] Add -spirv-nonsemantic-debug-info-version to select the NSDI set

The backend hardcoded NonSemantic.Shader.DebugInfo.100 as its debug-info
ext-inst set. Add a flag selecting .100 (the default) or .200.
