  [ORC] Retire rt::SimpleExecutorMemoryManager* for sps_ci (#223113)

Move all clients to the sps_ci SimpleNativeMemoryMap / MemMgr
counterparts and retire the old rt::SimpleExecutorMemoryManager*
interface names.
