  [DAGCombine] Do not gate a pre-legalization FADD fold on FMUL legality (#218748)

Now follows the same check as `fold (fadd A, (fneg B)) -> (fsub A, B)`
and `fold (fadd (fneg A), B) -> (fsub B, A)` a few lines above
