  [RISCV] Remove deprecated hasStdExtCOrZcd/hasStdExtCOrZcfOrZce (#222925)

These two methods were marked LLVM_DEPRECATED in favor of
hasStdExtZcd/hasStdExtZcf respectively 7 months ago. There are no
remaining in tree callers, so remove them.
