  [mlir][Tosa] Optimize compliance initialization for size (NFC)

Mark the generated compliance-map constructor minsize. It runs only when
creating the validation pass, and optimizing it for size avoids expensive
optimization of a large initializer.

Across three controlled rebuilds of the affected TU, median instructions
fell from 205.208B to 66.155B (-67.762%) and median wall time fell from
19.71s to 7.95s (-59.665%).
