  [mlir][Tensor] Split out the dialect declaration (NFC)

Move TensorDialect to a self-contained declaration header and use it in
the two consumers that genuinely need only the dialect class.

Median instructions fell from 33.035B to 27.638B (-16.336%) and wall
time from 4.74s to 3.85s (-18.776%).
