  [SLP][modularisation][NFC] Move getReductionInstr/getAggregateSize to SLPReductionUtils

Move the BoUpSLP-independent helpers getReductionInstr and getAggregateSize
out of SLPVectorizer.cpp into the self-contained
SLPVectorizer/SLPReductionUtils.{h,cpp} module.
