  Revert [IR] Do not inherit ABI attributes from the callee (#222384)

Reverts #207173, plus #221892 due to a merge conflict.

Apparently we have some issues with call-site zeroext/signext on
libcalls, see
https://github.com/llvm/llvm-project/pull/207173#issuecomment-5604972674.
