  Reapply "[SimplifyCFG] Fix profcheck failure from #213302" (#220932) (#220939)

This reverts commit 02d1fabd22d599bad38b2b926c7bcaaf41aff6e0.

Rerequesting review as I merged prematurely. This fixes a newly
introduced SimplifyCFG profcheck failure by correctly propagating branch
weight information.
