  [NFC][LLVM][AArch64] Add test coverage for scalar bfloat constrained intrinsics. (#222076)

Tests are a clone of fp-intrinsics-fp16.ll with s/half/bfloat/ applied
and failing tests (fcmp and i128 variants) removed.
