  [BOLT][NFC] Fix CoreTests linking with shared libraries (#222225)

`CoreTests` directly uses `Triple` and `SubtargetFeatures` constructors
from `LLVMTargetParser` but does not declare the dependency. This causes
undefined-symbol errors with BUILD_SHARED_LIBS=ON.
