  [Support] Add DataExtractor::getSLEB128APSInt (#218801)

Add a APSInt variant of `getSLEB128`, supporting values greater than
int64_t.

The new `getSLEB128APSInt` can support values greater than `INT64_MAX`.
This functionality will be used by LLDB formatter bytecode.
