  [AMDLIBM] Add VF8 mapping for cbrtf (amd_vrs8_cbrtf) (#220815)

Map cbrtf loops at VF=8 to amd_vrs8_cbrtf so -vector-library=AMDLIBM
matches the vector entry exported by AOCL-LibM.
