  [flang] Export fir-opt symbols for MLIR dialect/pass plugins (#212152)

Lets plugins loaded with --load-dialect-plugin / --load-pass-plugin
resolve
MLIR and LLVM symbols against fir-opt, as mlir-opt already does.
