  [TableGen] Speed up intrinsic lookups with DenseMap (NFC) (#213198)

Store in DenseMap, avoids linear lookups.
Speeds up NVPTX -gen-dag-isel and -gen-instr-info by 10%.
RISCV shows similar gains.
Neutral or marginally beneficial for other targets.
