  ARM: Thread float ABI through ARMSubtarget (NFC)

Preparation to use the "float-abi" module flag. Store the resolved
float ABI in ARMSubtarget and fold it into the subtarget key. The
value is still sourced from TargetOptions::FloatABIType.
