  [RISCV] Add assembler support to lower `la/lla` to `qc.e.li` (#205782)

This patch updates the `RISCVAsmParser::emitLoadLocalAddress` function
to enable lowering of the `la/lla` pseudos to `qc.e.li` from the
Qualcomm uC Xqcili extension.
