  [flang][cuda] Accept cuf kernel do without scalar (#205705)

The base compiler accept `!$cuf kernel do()` instead of raising an
error. Update the parser to accept the same syntax.
`!$cuf kernel do()` is equivalent to `!$cuf kernel do`
