  [mlir] Simplify DimOp::fold by using `getConstantIndex`(NFC) (#205343)

Refactor `DimOp::fold` in both memref and tensor dialects to use the
existing `getConstantIndex()` helper instead of manually extracting the
index via `IntegerAttr`.
