  [AMDGPU] Add VOP1 DPP8 pseudo infrastructure

Add VOP_DPP8_Pseudo/VOP1_DPP8_Pseudo classes for DPP8 instructions, similar to
the existing VOP_DPP_Pseudo/VOP1_DPP_Pseudo pattern.
