  [MLIR][XeGPU] Adding Layout Utility inferMaskOffsetLayoutForScatterIO (#191573)

This PR add a new layout utility function, named
inferMaskOffsetLayoutForScatterIO(), to support the propagation and
lowering of XeGPU scatter IO operations.
