  [Github][Docs] Document disabling credential persistence (#188622)

Now that bd46a7d172661d4477737a65b107bf40782c7e40 has landed and
a90f583e7a11703aab50bdc5ece8717e089c69da will automatically enforce
this, so we might as well have some documentation.
