  [lldb][test] PlatformDarwinTest.cpp: move directory creation into SetUp

So it can be shared by future test-cases.

Drive-by change:
* Make the `TestParseVersionBuildDir` not depend on the test-fixture,
  since it doesn't require any directory/debugger setup
