  [OpenMP] Use CreatePtrDiff() (#184127)

This will use ptrtoaddr instead of ptrtoint in the pointer difference
calculation, avoiding unnecessary provenance exposure.

Add an IsNUW flag to allow specifying nuw on the subtraction.
