  [NFC][LLVM] Make `constrainSelectedInstRegOperands` return `void` (#179501)

`constrainSelectedInstRegOperands` always returns `true`; so it can be
safely transformed to return `void` instead.

A follow-up patch should update `MachineInstrBuilder::constrainAllUses`.
