  [clang] Updates for support for Ubuntu, Debian and RHEL (#162796)

Remove support for long unsupported Ubuntu, Debian and RHEL.

Add support for RHEL 8, 9 and 10 and recognize Rocky and AlmaLinux
as RHEL.
