  [VPlan] Explicitly replicate VPInstructions by VF. (#155102)

Extend replicateByVF added in #142433 (aa240293190) to also explicitly
unroll replicating VPInstructions.

Now the only remaining case where we replicate for all lanes is
VPReplicateRecipes in replicate regions.
