  [clang-tidy] Add filtering of check options by enabled checks in '--dump-config' (#147142)

Added function to filter out `CheckOptions` that come from
`ClangTidyOptions::getDefaults()`, but does not have a corresponding
check enabled in the `Checks` configuration.
