  [X86][GlobalISel] Added support for llvm.get.rounding (#147716)

- This implementation is adapted from SDAG
X86TargetLowering::LowerGET_ROUNDING.
- llvm.set.rounding will be added later because it involves MXCSR
updates currently unsupported.
