  X86: Rename X86MCExpr::VK_ to X86::S_

Rename these relocation specifier constants, aligning with the naming
convention used by other targets (`S_` instead of `VK_`).

Move constants to X86MCAsmInfo.h, with the goal of eventually removing
X86MCExpr.h.

Similar to #144633 for AArch64.
