  [MLIR] Mark LLVM::FMAOp as legal (#144671)

Mark LLVM::FMAOp as legal in configureGpuToNVVMConversionLegality, since
we can handle intrinsic lowering in the NVPTX backend and emit
fma.rn.f32.
