  [AMDGPU] Move S_ADD_U64_PSEUDO handling into getVALUOp. NFC. (#142934)

S_ADD_U64_PSEUDO and S_SUB_U64_PSEUDO are not "special cases" so can be
handled in getVALUOp instead of moveToVALUImpl.
