  [bazel] llvm-config.h: Turn on LLVM_ENABLE_PLUGINS

Since #141650, `LLVM_ABI inline` has had different linkage regarding
to LLVM_ENABLE_PLUGINS. This doesn't intend Bazel build would
introduce plugins.
