  [HLSL][RootSignature] Add parsing of address params in StaticSampler (#140293)

- defines in-memory reprsentation of `address[U|V|W]`
 - defines parsing of the `TextureAddressMode` enum
- integrates parsing of these number parameters with their respective,
`parseTextureAddressMode`
 - adds basic unit tests to demonstrate setting functionality
