  [AMDGPU][InsertWaitCnts] Track global_wb/inv/wbinv

wb/wbinv use storecnt, inv uses loadcnt.
Track them as VMEM_WRITE_ACCESS and VMEM_READ_ACCESS to avoid
InsertWaitCnt incorrectly eliminating the waitcnts after these instructions.

Solves SWDEV-526604
