  [AArch64] Use FirsRelocationKind+i fixup kinds to force relocations

For RELA targets, fixup kinds that force relocations (GOT, TLS, ALIGN,
RELAX, etc) can bypass `applyFixup` and be encoded as
`FirstRelocationKind+i`, as seen in LoongArch.
