  [Fuchsia] Not building llvm-mt when LIBXML2 is not enabled. (#135877)

This patch prevents including the llvm-mt to `LLVM_TOOLCHAIN_TOOLS` in the
Fuchsia toolchain when LIBXML2 is not explicitly enabled.
