  [Mips,MC] Replace getSymA()->getSymbol() with getAddSym. NFC

We will replace the MCSymbolRefExpr member in MCValue with MCSymbol.
This change reduces dependence on MCSymbolRefExpr.

Create a MipsMCExpr::create overload that takes MCSymbol as an argument.
We use the order preferred by other targets.
