  [mlir][xegpu] Tensor descriptor type verifier (#124548)

Adds XeGPU tensor descriptor type verifier.

The type verifier covers general tensor descriptor invariants w.r.t. Xe
ISA semantics.
Related operation verifiers are updated to account for the new
descriptor checks and avoid duplication.
