  [ASTMatchers][NFC] use `Matcher<QualType>` instead of `DynTypedMatcher` in `TypeLocTypeMatcher` (#123450)

There are no template in `TypeLocTypeMatcher`. So we do not need to use
`DynTypedMatcher` which can improve performance
