  AMDGPU: Forcibly disable verifier in test

The test added in f6365a47a1ad9ab6d432f6e40d14a11419e21282 fails the verifier
for the reason noted in the comment, but we need to skip the verifier
error in EXPENSIVE_CHECKS builds
