  [AArch64] Handle ANY_EXTEND in BuildShuffleExtendCombine (#118308)

Handle ANY_EXTEND when combining a buildvector/shuffle of extended
operands, as we can safely ignore ANY_EXTENDS when checking if all signs
of the other extends are matching.
