  [mlir][llvm] Translation support for task detach (#116601)

This PR adds translation support for task detach. Essentially, if the
`detach` clause is present on a task, emit a
`__kmpc_task_allow_completion_event` on it, and store its return (of
type `kmp_event_t*`) into the `event_handle`.
