  [PowerPC] Use getSignedConstant() in SelectOptimalAddrMode()

All of these immediates are signed, as the surrounding comments
indicate. This fixes an assertion failure in
CodeGen/Generic/dag-combine-ossfuzz-crash.ll when run with a
powerpc-aix triple.
