  [LV][EVL]Explicitly model AVL as sub, original TC, EVL_PHI.

Patch explicitly models AVL as sub original TC, EVL_PHI instead of
having it in EXPLICIT-VECTOR-LENGTH VPInstruction. Required for correct
safe dependence distance suport.
