  [SDag][ARM][RISCV] Allow lowering CTPOP into a libcall (#99752)

The main change is adding CTPOP to `RuntimeLibcalls.def` to allow
targets to use LibCall action for CTPOP. DAG legalizers are changed
accordingly.
